一、促进高技术产业发展的措施 1.支持促进企业与科研机构合作,促进高技术产品研制开发,以及政府、企业、科研机构的联系。 英国政府强调以合作促开发,出台了多个侧重点不同的合作开发计划,试图通过加强合作,提高研究基地的利用率,加速科学技术的商品化,从而提高产业的竞争力。这类计划包括“联系计划”、“院校公司计划”、“院校企业伙伴计划”、“实现我们的潜力鼓励计划”等,其中“联系计划”涉及面最广,投资最多,影响最大。 “联系计划”由一组各学科或产业的子计划构成,项目内容大多涉及高技术产品的开发。项目要由科研机构与企业
I. Measures to Promote the Development of High-tech Industries 1. To support the promotion of cooperation between enterprises and scientific research institutes and to promote the research and development of high-tech products as well as the connections among governments, enterprises and research institutes. The British government emphasizes promoting development through cooperation and promulgates a number of plans for cooperation and development with different focuses. It tries to increase the competitiveness of the industry by strengthening cooperation, improving the utilization rate of research bases and accelerating the commercialization of science and technology. Such plans include the “Contact Plan”, “School Corporation Program”, “School Enterprise Partnership Program” and “The Plan to Promote Our Potential”. The “Contact Plan” covers the most extensive areas with the most investments and the most impact. The “Contact Plan” consists of a group of sub-programs of various disciplines or industries. The content of the project mostly involves the development of high-tech products. The project should be made up of research institutes and enterprises
