随着以全球化和互联网为特征的新经济时代的到来,产品生命周期加速缩短,很多“大而全”、“小而全”的企业人力资源部门一方面希望从繁杂琐碎的事务性人事管理工作、没完没了的劳动纠纷中解脱出来,以便提升企业的核心竞争力;另一方面企业由于编制的限制,对符合自身需要的人才无法敞开大门。面对这些问题,一种行之有效的解决办法就是人力资源外包。本文主要结合我国国情、企业特点,对目前人力资源外包的两种主要形式——劳务派遣和人事代理在执行过程中的利弊进行分析。
With the advent of a new economic era characterized by globalization and the Internet, the shortening of the product life cycle has accelerated. Many human resources departments of “big and small” and “small and complete,” on the one hand, hope that from the complex and trivial Transactional personnel management work, endless labor disputes freed, so as to enhance the core competitiveness of enterprises; the other hand, due to organizational constraints, to meet their own needs of talent can not open the door. In the face of these problems, an effective solution is human resources outsourcing. Based on the national conditions of our country and the characteristics of enterprises, this paper analyzes the two major forms of human resource outsourcing - the advantages and disadvantages of labor dispatch and personnel agency in the implementation process.
