普通话尚未成为军队工作的工作语言,方言混杂、认识误区、抵触情绪、措施不力是制约军队“推普”目标实现的症结问题,学历层次低、从众心理强、乡土情结明显、军队流动性强、官兵自由度小是影响其目标实现的原因,笔者结合军队实际情况提出解决对策:统一认识,转变观念,明确军队“推普”意义;利用媒介,营造氛围,调动官兵学习热情;依托地缘,军民共建,提高官兵学习效果;制定措施,形成制度,着眼官兵长足发展。
