中共中央总书记、国家主席江泽民在1996年12月9日中共中央举行的1996年第二次法律知识讲座上指出,我们的领导干部特别是高级干部都要注意学习国际法知识,努力提高运用国际法的能力。江泽民说,早在一九七八年,邓小平同志就提出,要大力加强对国际法的研究。近年来,中央多次强调,为了适应我们面临的形势和肩负的任务,做好各个方面的工作,各级领导干部要努力学习法律知识,这当然包括国际法知识在内。江泽民说,新中国成立以来,我们党和国家正确制定和贯彻处理国际关系的方针政策,倡导和坚持和平共处五项原则,妥善处理国际关系中的重要间题,积累了许多宝贵的经验。党的十一届三中全会以来,根据邓小平同志的思想和指示,我们党制定了新形势下处理国际关系的一系列方针和原则,灵活运用政治、经济、外交和法律等手段,积极开展对外工作,正确处理了中美、中日、中俄、中欧关系,有力地推进了我国同广大发展中国家的友好关系。我国在各类国际组织和区域合作中发挥着日益重要的作用。我们还通过和平谈判的方法和采取“一国两制”的方针,正确处理了历史遗留下来的香港、澳门问题。所有这些,不仅为我国社会主义现代化建设创造了有利的条件,也为促进世界和平与发展、促进国际法的发展作出了积极的贡献。

Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, in line with Comrade Deng Xiaoping’s thinking and instructions, our party has formulated a series of guidelines and principles for handling international relations in the new situation. It flexibly uses political, economic, diplomatic and legal means to actively carry out foreign affairs Work correctly and correctly handled the relations between China and the United States, China-Japan, China-Russia and China-EU, and effectively promoted the friendly relations between our country and the vast number of developing countries. My country is playing an increasingly important role in various international organizations and in regional cooperation. Through the method of peaceful negotiation and adopting the principle of “one country, two systems”, we have also correctly handled the issues left over by history in Hong Kong and Macao. All these not only create favorable conditions for the socialist modernization in our country, but also make positive contributions to promoting world peace and development and promoting the development of international law.
