大刑侦格局是在宏观上建设一种适应当前和今后一个时期刑侦工作的式样和规模。所谓刑侦专业化,是说刑侦业务专一、独用,具有特长,实现刑侦工作专门化、科学化、现代化。建立刑侦大格局,是刑侦工作一项带有全局性的战略任务,是提高刑侦工作战斗力的重要途径,这是问题的一个方面。问题的另一方面,实现刑侦专业化,同样是刑侦工作一项带有全局性的战略措施,是提高刑侦工作战斗力的重要手段。刑侦大格局和专业化,可以说是一对须臾不可分开的“孪生姊妹”。刑侦大格局和专业化,对稳定社会治安和打击刑事犯罪来说目的是一致的,在侦察破案工作上,两者之间互相作用,互相渗透。从工作范围来讲,刑侦大格局,是一个省、一个市、一个县区公安局全局性的战略部署。而刑侦专业化,是一个省、一个市、一个县区的刑侦部门的战术部署。战略和战术从来是不可分割的,刑侦大格局的专业化,恰似“同声相应,同气相求”。
