社会保障资金是保证社会保障制度平稳运行的物质基础,在公共财政的体制下,加强财政局社会保障资金的管理和相关制度的建设对于稳定社会格局、促进经济社会的全面发展具有重要的现实意义。但是由于我国相关保障制度还没有完全确立,社会保障资金的管理和运用过程中仍然存在诸多问题,因此必须完善社会保障资金的管理和运行机制,保障社会平稳发展。
