The market economy once had an impact on the traditional personnel management system. The file appears to have suddenly collapsed in people’s minds. Some units and individuals even put forward the slogan of “three do not want”, do not file, do not hold positions, and do not organize relations. As a result, some of the job-hoppers have files that hang on the original units, some on the one hand, and others on the hands of individuals. In a certain sense, the role of archives has been neglected. This shows that people have begun to indifferently take the form of development toward a more practical orientation. The reform of the labor and personnel system has replaced the appointment system and the contract system with a system of tenure. The distribution system
