中小企业作为现代工业的群体,它与大型企业共同组成一个完整的系统,在国民经济中起着重要的作用。中小企业作为市场经济竞争中的弱势企业群体,政府通过各种政策,其中包括税收政策进行扶持促其发展,是非常必要的。因此,在振兴东北老工业基地中,不能只片面强调重化工业和大企业而忽视中小企业的存在与发展,应摆好两者的位置实现协调发展。在一定意义上来说,振兴东北经济首先必须依赖中小企业的振兴与发展,否则振兴东北经济将无法全面实现。
As a group of modern industry, SMEs, together with large enterprises, form a complete system that plays an important role in the national economy. As a disadvantaged group of enterprises in market economy competition, it is very necessary for the government to promote its development through various policies, including tax policies. Therefore, in rejuvenating the old industrial bases in the northeast, we can not only emphasize the heavy and chemical industries and large enterprises on the one hand and neglect the existence and development of small and medium-sized enterprises on the other hand. We should lay a good foundation for the coordinated development of the two places. In a certain sense, revitalizing the northeast economy must first rely on the revitalization and development of small and medium-sized enterprises, or the revitalization of the northeast economy will not be fully realized.
