前言洱海引水工程是云南省重点水利工程之一,为大理白族自治州主要的灌溉工程。引水工程主要包括三个隧道,卽引洱济宾(宾川)、引洱济巍(巍山)及引洱济邓(邓川)隧道,其中引洱济宾隧道全长5.7公里,为全国目前最长的引水隧道。三个引水工程共灌溉种植棉花、甘蔗等经济作物及稻谷面积达50万余亩,除灌溉外尚利用水头落差进行发电。洱海引水工程是大理白族自治州各族人民千百年来的愿望,但在解放前旧社会制度下根本不可能实现。解放后人民政府对该工程选綫会作了初测,并拟定在第二个五年计划期末进行施工。但当省委提出二年基本水利化宏伟号召之后,该引水工程即决定提前在1958年施工。由于时间紧迫,采用了“边勘察、边设计、边施工”的方针,虽然隧道工程地質条件复杂,技术设备缺乏,但人民羣众发挥了冲天的干劲,经过短短的时间,至目前勘察设计已基本就楮,施工也已全面展开,全力保证引水工程在明年第一季度完
Preface Erhai Water Diversion Project is one of the key water conservancy projects in Yunnan Province and the major irrigation project in Dali Bai Autonomous Prefecture. The diversion project mainly consists of three tunnels, including Yinchibin (Binchuan), Yinji (Weishan) and Yinchuan Deng (Dengchuan) Tunnels, of which, the total length of the tunnel leading to Ji’bin is 5.7km, Currently the longest diversion tunnel. Three diversion projects were irrigated to grow cotton, sugar cane and other cash crops and paddy area of 500000 acres, in addition to irrigation but still use water head gap for power generation. The water diversion project in Erhai Lake is the desire of the people of all ethnic groups in Dali Bai Autonomous Prefecture for thousands of years, but it is impossible to realize it under the old social system before the liberation. After the liberation, the People’s Government made a preliminary test of the project route selection and planned to carry out the construction at the end of the second five-year plan. However, when the provincial party committee put forward the grand call for two years of basic water conservancy, the diversion project decided to construct ahead of schedule in 1958. Due to the time constraints, the principle of “surveying, designing, constructing at the same time” has been adopted. Although the geological conditions of the tunnel are complex and there is a lack of technical equipment, the people have exerted a great momentum and after a short period of time, up to the present investigation and design Has been basically 楮, construction has also been in full swing, fully to ensure that the diversion project completed in the first quarter of next year
