兰州铁路局兰西机务段于89年5月开始配属SS_3型电力机车,截止89年底共配属SS_3型电力机车19台。在89年10月至今共有6台SS_3型电力机车投入运用,由于兰州铁路局兰西机务段地处西北高原,冬季长达4个月之久,而且冬季气温较低。SS_3型电力机车投入运用后,由于我们缺乏SS_3型电力机车冬季防寒知识,对SS_3型电力机车制动系统发生冻结毫无准备,因此新投入使用的6台SS_3型电力机车在进入冬季后均不同程度的发生制动柜内制动部件冻结,造成事故。如:①89年12月19日,SS_3型209号机车运行至甘草店站通过后在区间调速时,列车管减压0.5kg/cm~2,当运行速度降至55km/h缓
