为增强公路网对社会经济发展的适应性,文章在现有公路网评价理论与方法评述的基础上,提出公路网土地成本、公路网建设成本、公路网运输成本和公路网使用率四个方面因素的经济性评价指标,以此为出发点构建出基于运输需求的“四因素”分析评价模型,以期使路网系统的总成本费用最低且路网使用效率最高,可为公路网的规划和建设提供决策依据。
