本文提出优先发展铝,要把发展氧化铝放在首位;中央、地方共同建设氧化铝厂,采取谁投资谁受益的原则;并且提出地方小铝厂要因地制宜、有条件地发展的建议。
This paper puts forward that giving priority to the development of aluminum should give top priority to the development of alumina. The central government and local governments should work together to build an alumina plant and take the principle of who should benefit from it. And it also suggests that small local aluminum plants should be developed according to local conditions and conditionally.
