陕西省统筹办、宝鸡市社会保险事业管理处带着一些企业长期亏损,养老保险基金收缴普遍困难,为什么宝鸡、陇县、凤翔3县基金收缴率保持在高水平上这样一个问题,到这3个县进行了调查研究,总结出“四抓”(抓宣传、抓关键、抓制度、抓作风)的好经验,值得各地参考。在调查中还发现.基金收缴的前景却令人忧虑,由于社会保险机构人员少,加之管理体制不顺,急需研究强化收缴的手段。以保障离退休人员的生活,促进社会的稳定。
