改善和提高人民福祉就是实现人的全面发展。把提高人民群众生活质量放在发展的首位,坚持生活质量的主观评价与客观测量,是以人为本的科学发展观的内在要求。生活质量的测量和评价,一方面必须充分考虑在经济社会发展基础上的物质产品和各类服务的能力与水平,另一方面要考虑人民群众的感受和要求,必须充分考虑人的全面发展。像当前经济需要转变发展模式一样,我国也需要探索和建立可持续的民生事业发展方式。
To improve and enhance people’s well-being is to realize the all-round development of people. To improve people’s quality of life in the first place, adhere to the quality of life subjective evaluation and objective measurement, is the people-oriented scientific concept of development inherent requirements. The measurement and evaluation of the quality of life must, on the one hand, give full consideration to the capabilities and standards of material products and services on the basis of economic and social development; on the other hand, we must consider the feelings and demands of the masses and must fully consider the all-round development of people. Like the current economy needs to change its mode of development, our country also needs to explore and establish a sustainable way of development for people’s livelihood.
