水电是广西的优势,小水电占的比例是不小的,通过对南宁地区小水电的调查就可以看出。据1984年年底统计,全地区已开发小水电812处,共装机916台,总装机容量达6.28万千瓦,年发电量达11028万度,占可利用水力发电装机的16.7％。在全地区的12个县中,由小水电供电的有6个县。小水电对县、社队企业的发展及农村经济的繁荣起了很大的作用。但这几年的小水电建设进度已大大的缓慢下来了,究其原因有下面几点: 1.电的负荷上不去。这几年来,地方工企业发展比较缓慢,连过去已建起来的氮肥厂、水泥厂、矿场,由于亏损,有的停产或减产,因而用电负荷减少,这几年全地区用电负荷每年徘徊在1亿度至1.2亿度左右。因此,部分领导对建设小水电的积极性不高,甚至有些领导同志认为等待大电网比较省事,影响了建设小水电的积极发展。 2.小水电与大电网的矛盾。南宁地区已并入大电网的县有横县、宾阳、上林、马山、崇左等五个县,有47628千瓦的电并入县电网。并入大电网的电费很低,每度电费约
