From the beginning of the early 1950s to the formation of the scale in the 1980s and the institutional innovation in the new century, the system of letters and visits in China has been going through more than half a century. If the system set up by the new national government to respond to the voices of the grassroots people is initially a toddler’s innocent child, it is now in its middle age and full of vicissitudes. Especially after the 18th CPC National Congress held, aiming at the malpractices of the letters and visits system, it triggered a major state-led reform of letters and visits.
