贯彻《关于加强少年儿童思想道德教育深入开展体验教育的意见》是新世纪少先队教育的新实践,也是增强少先队德育工作针对性、实效性和主动性的新举措。因此说,更新德育理念,是新世纪少先队思想道德教育的前提,是提高少先队思想道德教育实施水平、增强教育实效的重要保证。 首先,要树立正确的德育功能观,把进行社会规范的教育与促进少年儿童健康发展统一起来。“德育是教育者根据社会和受教育者的需要,遵循品德形成的规律,采用言教、身教等有效手段,通过内化和外化,发展受教育者的思想、政治、法制和道德几个方面的素质的系统活动过程。”(鲁洁、王逢贤《德育新论》)。德育的这一定义包涵着社会要求与受教育者的需要两个方面。
