推动军民融合发展,是国防建设和经济建设一贯的指导方针。十八大提出,要坚持走中国特色军民融合式发展路子;十八届三中全会把推动军民融合深度发展作为深化国防和军队改革的三大任务之一,纳入全面深化改革的总体布局,作出了战略部署;十八届四中全会强调,要加强军民融合深度发展的法治保障。2015年“两会”期间,国家主席习近平再次强调,“把军民融合发展上升为国家战略,是我们长期探索经济建设和国防建设协调发展规律的重大成果,是从国家安全和发展战略全局出发作出的重大决策。”自此,我国军民融合发展开始明显加速,力度、深度、广度都超过市场预期。
