按照国家“在有条件的地方,探索农村养老、医疗保险制度”的精神要求,2003年,我省在青岛市城阳区进行了新型农保制度试点。2006年底,根据农保工作发展形势和试点情况,作出了“3+1”的工作部署,新型农保试点开始成为我省农保工作的重点。2007年在日照东港区和即墨召开现场会议,交流、观摩了部分试点单位新型农保制度的经验做法,就新型农保试点进一步作了动员部署,全省农保工作进入积极开展新型农保制度试点阶段。
