党的五中全会提出我国实行计划经济与市场调节相结合,不仅从理论上正本清源,同时也为经济体制改革及国民经济持续稳定协调发展指明了方向。 运用计划调节与市场调节的范围是有区别的。从地区上看,由于经济发展的不平衡,深圳、珠海等沿海开放城市及经济发达地区市场调节可多一些,未开放城市及经济落后地区计划调节可多一些。从层次上看,宏观管理部门计划调节应多一些,微观经济活动市场调节多一些。从结构上看,国民经济要害部门计划调节多一些,次要部门市场调节多一些;关系国计民生的生活资料和生产资料计划调节多一些,与人民生活及生产建设关系不密切的生活及生产资料市场调节多一些。
