7月24日,由建设部牵头,商务部、国家发改委、人民银行、国家工商总局和国家外汇管理局联合发布了《关于规范房地产市场外资准入和管理的意见》,这个被业内人称为“对外资进入房地产三种正规模式监管空前加强”的171号文件,似乎没有明显影响外资在中国房地产市场进出自如的通道。9月4日,国家外汇管理局、建设部发布了《关于规范房地产市场外汇管理有关问题的通知》。该《通知》进一步落实171号文,并给出了更细化和严格的实施细则。

On September 4, the SAFE and the Ministry of Construction issued the ”Notice on Regulating Foreign Exchange Administration in the Real Estate Market." The Circular further implements Circular 171 and gives more detailed and stringent implementation details.
