党的十八届四中全会通过的《中共中央关于全面推进依法治国若干重大问题的决定》(以下简称《决定》)提出了“加强反腐败国际合作,加大海外追赃追逃、遣返引渡力度”的重要决策。党的第十八届中央纪律检查委员会第三次全体会议通过的《公报》也明确规定了“加大国际追逃追赃力度,决不让腐败分子逍遥法外”的工作要求。纵观党的历史,在党的重要文件中提出“加强反腐败国际合作”和“加大国际追逃追赃力度”重要决策和要求,尚属首次。它不仅构成我国依法治国的一项重要方略,也是我国建立健全惩治与预防腐败体系的一项基本战略。
The “Decision of the CPC Central Committee and the Central Government on Several Major Issues in Ruling the Country by Law” (the “Decision”) passed by the Fourth Plenary Session of the 18th CPC Central Committee put forward the proposal of “strengthening international cooperation against corruption, increasing overseas pursuit of stolen goods, repatriation and extradition Intensity ”important decision-making. The “Communique” adopted by the third plenary session of the 18th Central Commission for Discipline Inspection of the Party also stipulates clearly the work requirement of “increasing the efforts of the international chase and deterring defaulters and never let corrupt elements go unpunished”. For the first time in history, we have put forward important decisions and requirements in the important documents of the party such as “strengthening international cooperation in fighting corruption” and “increasing the intensity of international pursuit and recovery”. It not only constitutes an important strategy for governing the country according to law, it is also a basic strategy for establishing and improving a system of punishing and preventing corruption in our country.
