1998年以来,江苏省徐州市鼓楼公安分局以深化刑侦体制改革,打破队伍管理陈旧模式为突破口,以切实建立覆盖社会面的刑侦专业队伍和“能上能下,人尽其才”的用人机制为目标,全面实行了刑侦专业队伍以所建队制和双选双聘制,配套健全了与新的刑侦体制和机制相衔接,融责任追究、考评奖惩、竞争激励“三位一体”的考核机制。剖析现状,适时决策,积极探索刑侦改革的新路子鼓楼分局把刑侦工作改革摆上优先发展的战略位置。1998年以来全面实施了分片驻所包案制和派出所刑侦警组制,实现了侦审一体化。通过一年来的运作,虽然取得了较好的破案效益,但也暴露出一些阻碍刑侦工作健康发展的问题:
