最近,国务院办公厅下发了《关于部分粮食品种退出保护价收购范围有关问题的通知》,根据这一精神和变化了的新情况,农业发展银行的收购贷款将由过去单一的“收一斤粮,贷一斤款”的方式向多元化转变,因此,对粮食收购贷款的发放,本人认为应贯彻“区别对待,择优抉择”的原则,就“部分粮食退出保护价收购范围”的政策出台后,银行贷款的发放,应负的职责,谈谈个人看法:
