国家权力,最核心的就是财政权。没有能力搞好财政,就等于是对国家权力的最大疏忽。面对财政联邦化日趋严重的现状,怎样避免各级政府行为的商业化和机会主义倾向,是一个有长远眼光的政府必须考虑的问题。
State power, the core is the financial power. Failure to do a good job of finance means a total negligence of state power. In the face of the increasingly serious federalization of the status quo, how to avoid the commercialization and opportunistic tendencies of government acts at all levels is a long-term question that must be considered by the government.
