江泽民同志在十六大报告中明确提出要“完善预算决策和管理制度,加强对财政收支的监督,强化税收征管”。认真学习领会江泽民同志十六大报告的重要精神,对做好财政监督工作具有重要的现实指导意义。财政监督工作同其他工作一样,必须按照“三个代表”重要思想要求,坚持与时俱进,增强创新意识,开创财政监督工作新局面。2003年及今后一段时期专员办工作的基本思路是:以党的十六大精神为指导,紧紧围绕服务财政改革和财政管理,不断调整完善财政监督工作重点和工作方式方法。积极探索建立中央财政收支监督保障机制,强化会计监督,依法监督检查。加强专员办内部管理和队伍建设,努力建设一支特别能战斗的财政监督队伍。
Comrade Jiang Zemin clearly stated in the report of the 16th CPC National Congress that “improving the budget decision-making and management system, strengthening the supervision of fiscal revenues and expenditures and strengthening tax collection and administration”. The basic idea of commissioner’s work in 2003 and sometime in the future is to take the guidance of the spirit of the 16th National Congress of the CPC as the guide and to closely adjust and improve the focus and mode of work of financial supervision around the service of financial reform and financial management. Actively explore the establishment of the central government revenue and expenditure supervision and protection mechanism, strengthen accounting supervision, supervision and inspection in accordance with the law. We will intensify the internal management and contingent building of the Commissioner’s Office and strive to build a contingent of financial supervision personnel that can fight.
