本文对现有的运输发展理论进行了归纳,认为既有理论主要从技术主导和需求诱致角度对运输发展进行理论上的解释,它们共同忽视了作为运输发展微观基础的运输企业、组织及行动者的作用,也忽视了与各运输方式息息相关的制度环境对运输发展的作用,很少注意到各种制度因素对于运输发展的促进或阻碍作用。实际中由于各种制度因素的作用强度在运输发展过程中又往往表现得极为明显,制度因素已成为运输发展过程的重要方面,特别现代运输发展的过程往往伴随着制度变迁的发生。因此,研究运输发展过程中的制度因素问题将丰富现有的运输发展理论。论文试建立一个基于制度分析的运输发展综合模型。
This paper summarizes the existing theories of transport development and argues that the existing theories mainly explain the transport development mainly from the technology-leading and demand-induced perspectives. They all neglect the transport enterprises, organizations and actors that are the microscopic basis of transport development But also ignores the institutional environment that is closely related to the mode of transport and its role in transport development. Little attention has been paid to the promotion or impeding effect of various institutional factors on transport development. In fact, due to the influence of various institutional factors, the strength tends to be extremely obvious in the process of transport development. Institutional factors have become an important aspect of transport development. In particular, the process of modern transport development is often accompanied by institutional changes. Therefore, studying the institutional factors in the process of transportation development will enrich the existing transportation development theory. The thesis tries to establish a comprehensive model of transportation development based on institutional analysis.
