广西壮族自治区党委、区政府作出了关于卫生改革与发展若干问题的决定。《决定》中提出了一系列卫生经济政策:(1)各级政府对卫生事业的财政投入,要随着经济的发展逐年增加,从1997年起各级政府财政对卫生事业的投入应占政府财政支出的6%,到2000年达8%。(2)各级财政要保证防治工作足够的资金。在正常安排改水改厕经费的基础上,每年增拨500万元专项经费。(3)加强县级医疗预防保健机构和乡镇卫生院的建设,乡镇卫生院业务用房至少有350平方米;村级卫生所要有诊室、治疗室、药房三室以上分开的业务用房。自治区每年提供2000万元作抢修乡镇
The Guangxi Zhuang Autonomous Region party committee and district government made a decision on several issues concerning health reform and development. The Decision sets out a series of health economic policies: (1) Financial investment by various levels of governments in health undertakings should increase year by year with the development of economy. Since 1997, the government financial investment in health undertakings at all levels should occupy the government 6% of fiscal expenditure, up to 8% by 2000. (2) All levels of finance should ensure adequate funding for prevention and control work. On the basis of regular funding for changing water and lavatories, an additional 5 million yuan will be earmarked for special funds each year. (3) To strengthen the construction of county-level medical preventive health care institutions and township hospitals, with a minimum of 350 square meters of medical space for township hospitals; and clinics, treatment rooms and pharmacies in village clinics should be separated by more than three rooms.
