烧好“三把火”,意味着已有了一个好的开端,“良好的开端就是成功的一半”。新官上任,人地生疏,工作不再像过去那样驾轻就熟得心应手,新问题,新矛盾、新困难会接踵而至。新官如能深入实际,调查研究,掌握必要的信息,弄清事物的现状、特点,本质和它的来龙去脉,切中时弊地抓住几个重点难点或热点问题,烧它“三把火”,往往能烧热自身,烧暖人心,烧好开局,烧红“炉膛”,取得事半功倍之效。烧“三把火”要正确协调和处理好工作中的几个关系:一是全局与局部的关系;二是重点与一般的关系;三是当前与长远的关系;四是多数与少数的关系。 当然,新官上任,急功近利,不计大局,为了树立自己的形象和威信,不问青红皂白,唯“三把火”是瞻,也非智者所为。有些人甚至片面地认为,新官上任都要提出自己的“新路数”,搞几个大动作,冒几个新烟囱,夯几条“黑路”,竖几幢新大楼。这样的“三把火”,劳民伤财,官怨民恨,连程咬金的“三斧头”也算不上。 在1995年2月24日结束的山东省八届人大三次会议上,农民出身的李春亭当选为山东省省长。当
