2005年3月初,央行推出了“取消优惠利率,提高房贷首付”的金融新政。4月初,国务院出台了“关于切实稳定住房价格的通知”,首次明确了地方官员在控制房价过快上涨中的责任。4月27日,国务院常务会议再次提出8项调控措施,要求各地从规划、土地、税收、金融、市场秩序等方面对房地产市场进行调控及监管。5月11日,七部委出台了相应的细化文件。有专家指出,此次国家打击房地产投机行为的决心之坚定、态度之明确、措施之具体前所未有。
In early March 2005, the central bank introduced the new financial policy of “canceling prime rates and raising down payment of mortgages.” In early April, the State Council promulgated the “Circular on Effectively Stabilizing Housing Prices,” which for the first time clearly defined the responsibilities of local officials in controlling the excessive rise in house prices. On April 27, the State Council executive meeting once again put forward eight control measures, requiring all localities to regulate and supervise the real estate market from aspects of planning, land use, taxation, finance and market order. May 11, seven ministries issued a corresponding refinement of the document. Some experts pointed out that the determination of the country’s crackdown on real estate speculation is firm and its attitude is clear and the measures are unprecedented.
