建立健全惩治和预防腐败体系作为一项重要政治任务,必须抓紧抓好,必须积极探索有效、管用的新路子。对此,本文着重分析了教育、制度、监督三者的关系,构建惩防体系教育是基础,制度是保证,监督是关键。在加强教育上要注重效果;在完善制度上,要有健全的机制;在责任监督上,要防止失控。
