Politics is a matter for all, that is, a matter of common interest. A citizen of the Republic cares about the politics of his country, both as their right and as their responsibility. Modern politics is constitutional government. The purpose of constitutional government is to bring politics into the track of the constitution, to use the constitution to regulate the organization and power of the government, to safeguard the rights of the people by the constitution, to ensure that the government sets itself up for all, stands for all and benefits the people. Therefore, the constitutional system of China and the political system are not only topics of concern to those who study law and politics in our country, but also those that all the people should care about. In the last years of the Qing Dynasty, China simultaneously raised its constitutional and revolutionary movements. Among them, the revolutionary movement was a more radical one and the constitutional movement was a more moderate one.
