2001年5月,上海市教委首次召开了双语教学实验工作会议,标志着上海中小学双语教学的正式启动。一个月不到,市教委教研室又召开了全市性的大型双语教学研讨会。在各方的关注下,上海率先举起了双语教学实验大旗。在此后的一个时期内,上海推出了一系列举措来推广中小学双语教学实验工作,如政府发文推动,成立市级中小学双语教学指导小组,创建双语教学实验学校,评选优秀双语教师,编写双语教材,启动中小学双语教师教学能力认证……
In May 2001, Shanghai Municipal Board of Education held the first bilingual teaching experiment meeting, marking the official start of bilingual education in primary and secondary schools in Shanghai. Less than a month, the City Board of Education and held a city-wide large-scale bilingual teaching seminars.
