多年来河南卷烟生产的主要经济指标均居全国首位。但进入“六五”以来,发展速度开始减慢,1987年,除卷烟产量略高于云南省外,其它各项指标均失“桂冠”。如产值和产品税分别比云南低3.2亿元和3.9亿元工业利润比云南低9700万元,落后于云、沪、鲁、皖四省市。为扭转本省卷烟工业发展滞缓的局面,尽快赶中全国先进水平,我们对郑州、新郑、许昌三烟厂和省及郑州市烟草公司,进行了一些调查研究,现提出以下意见供参考。
Over the years Henan’s main economic indicators of cigarette production rank first in the country. However, since the “Sixth Five-Year Plan”, the pace of development has started to slow down. In 1987, except for the fact that the output of cigarettes was slightly higher than that of Yunnan Province, all other indicators lost their titles. Such as the output value and product tax respectively lower than Yunnan 320 million yuan and 390 million yuan of industrial profits than Yunnan 97 million yuan lower than the cloud, Shanghai, Shandong and Anhui provinces and cities. In order to reverse the sluggish development of cigarette industry in our province and catch up with the advanced national level as soon as possible, we conducted some investigations and studies on Zhengzhou Tobacco Company, Zhengzhou Xinzheng Plant and Xuchang Tobacco Plant and Zhengzhou Tobacco Company. We hereby submit the following comments for reference.
