2001年5月,因在国企产权改革方面“大胆闯禁区”——力主“积极卖光”的漯河市前市委书记程三昌携巨款潜逃国外,“内陆特区”漯河市现在不得不慢慢咀嚼“狂飙改革”的苦果。 漯河市几年来的变化再次验证了:改革是一个长期、复杂和艰巨的过程。那些简单的、一刀切的、试图毕其功于一役的想法和做法往往是错误的,不切实际的。它不但无助于改革的顺利进展,反而会扼杀既有的改革成果,并对当地的经济、社会秩序造成振荡。 漯河的风风雨雨也说明,任何一个内地城市的改革,都离不开内地整个大环境的思想解放程度、制度完善程度、经济发达程度等方面的制约。那种冠以“内陆特区”的名号,就能把某个城市从这块土壤中拔离出来的设想甚为天真;那些打着“内陆特区”的名号,而行肆意违法乱纪、罔顾经济规律之行为,对国家利益、人民利益造成的损害尤为触目惊心。

The idea of being able to pull a city out of this soil with the nickname “Inland Special Administrative Region” is very naïve. Those who name the “Inland Special Administrative Region” are going to wantonly break the law Disregarding the economic laws and discipline, the damage inflicted upon the interests of the country and the people is particularly alarming.
