大投入、细管理、新技术……一套“组合拳”打下来,虽然天津石化的原油一次加工量增加了,外排总量却呈逐年下降趋势,成就了一座花园式工厂。一说起绿色低碳方面的成绩,天津石化安全环保部原部长袁仲全在他的办公室里对记者如数家珍:“目前,天津石化万元产值综合能耗与2010年相比下降40%,二氧化硫和废水COD(化学需氧量)排放量分别降低了89%和46%,工业用水每天减少0.94万吨。”袁仲全连续用了几个“不错”来评价天津石化在绿色低碳方面所取得的成绩。“而这些成绩的取得都得益于天津石化在环保方面的大投入、细管理和新技术。”
