把构建和谐社会摆在重要位置,是党对十六大提出实现小康社会目标的具体化和新发展。构建社会主义和谐社会是现实发展的需要,也是未来长期的奋斗目标;其本身是一个不断推进的社会历史过程,是价值目标与社会历史过程的统一;体现出了全面建设小康社会对于具体实践过程和实践结果的理性诉求;和谐社会重在“构建”,要尊重社会现实、解决关键问题。
