目的评价餐饮服务量化分级管理制度的实施对洛阳市学校食堂的管理效果。方法在2013年对洛阳市的90所学校食堂进行餐饮服务量化分级评估、服务许可量化评分、卫生及卫生管理量化评估;并按其结果对食堂实施餐饮服务食品安全监督量化分级管理制度;在制度实施一年后的2014年对各食堂各指标再次评价,比较制度实施前后各评分的差异。结果该90所食堂的餐饮服务量化分级在2013年属A级、B级、C级和D级的分别是6所(6.67%)、48所(53.33%)、33所(36.67%)、3所(3.33%);2014年是13所(14.44%)、61所(67.78%)、15所(16.67%)和1所(1.11%);2014年指标整体优于2013年的(Wilcoxon秩和检验,Z=3.40,P<0.01)。2014年餐饮服务许可量化评分(79.32±6.43)高于2013年(71.60±7.16)(P<0.01);2014年卫生及卫生管理各项指标评分也比2013年均有提高(均P<0.05)。结论量化分级管理制度可整体提升学校食堂的食品安全状况,是实现长期学校食堂监管的有效措施。
Objective To evaluate the management effect of the quantitative management system of catering service on the school canteens in Luoyang. Methods In 2013, 90 dining canteens in Luoyang were evaluated quantitatively and graded, the service grants were quantified, and health and hygiene management were quantitatively assessed. According to the results, a quantitative and hierarchical management system for food safety supervision of catering services was implemented in the canteen. In 2014, one year after the implementation of the various re-evaluation indicators of the canteen, compared before and after the implementation of the system differences between the scores. Results The quantified grading of catering services in the 90 dining halls was 6 (6.67%), 48 (53.33%), 33 (36.67%), 3 (3.33%) in 2014, 13 (14.44%), 61 (67.78%), 15 (16.67%) and 1 (1.11%) in 2014. The overall indicator of 2014 is better than that of 2013 (Wilcoxon rank sum Test, Z = 3.40, P <0.01). In 2014, the grading score of food service permission (79.32 ± 6.43) was higher than that of 2013 (71.60 ± 7.16) (P <0.01); in 2014, the scores of various indicators of health and hygiene management also improved compared with 2013 (all P <0.05) . Conclusion Quantitative and hierarchical management system can improve the food safety of school canteens as a whole, which is an effective measure to realize long-term supervision of school canteens.
