在党的全国代表会议上通过的党中央关于制定“七五”计划的《建议》中明确指出,“七五”期间要坚持把改革放在首位,并提出了三个方面的改革任务。整个经济体制改革的中心环节仍然是增强企业特别是全民所有制大中型企业的活力。要进一步增强企业活力,涉及的问题很多,但从当前看,一个亟待解决的问题是正确处理公司问题。具体地说,就是要解决好所谓“行政性”公司问题。现就这个问题谈几点个人不成熟的看法。
