内蒙古是我国成立最早的民族自治区.近四十年来,在党中央、国务院的关怀和兄弟省(市、区)的大力支持下,经济和社会发展都取得了巨大成就,速度也比较快.但是,与全国各省(市、区)相比,经济发展水平仍然比较低(居全国第二十位左右).我区地广人稀,资源丰富,矿产、森林、草原、”沙漠以及工、农、林、渔、牧畜产品等,都有其得天独厚的优势.根据这个实际情况,自治区党委提出了“超两番”,到本世纪末进入全国先进行列的战略目标.按照这个目标,二○○○年自治区将向国家提供六分之一的煤炭,十五分之一的电
