中共安徽省宿县地委组织部就全区干部人事制度改革提出十项措施:一、在企业全面推行干部聘任制。打破干部和工人的界限,层层实行干部聘任制。按照“公开、平等、竞争、择优”的原则,选拔企业优秀的管理者和经营者。二、积极试行领导干部选任制。在坚持干部队伍“四化”方针和德才兼备原则的前提下,采取推荐、考试和组织考核相结合的办法,逐步扩大公开招聘县(处)、科级领导干部。三、积极推行干部竞争上岗制。干部上岗前,采取组织考核和考试相结合的办法,择优选用,在竞争中找准最合适的岗位。四、逐步完善领导干部
