随着我国市场经济体制不断改革和完善,事业单位的内外部环境也发生了很大的变化,这就要求事业单位只有加强管理,不断地提高自我的业务管理水平,改进和优化自身所具有的管理模式和方法,从管理上按各职能部门实施预算管理,充分发挥预算管理在管理中的作用,才能促使事业单位提高其公共服务的效率和效果。本文先从实施预算管理的重要性着手,对事业单位实施预算管理时出现的问题进行分析,探讨了应当如何提高事业单位预算管理水平。
