最近,党的中央经济工作会议将“稳定和加强农业”放在了我国1999年全年三项重点工作之首。会议要求1999年的农业和农村工作,要全面贯彻落实党的十五届三中全会的部署,稳定农村基本政策,下大力气抓好增加农民的收入和保持农村稳定这两个突出的问题。而解决这两个突出问题,最根本的是深化改革,加速发展农村经济。 本期发表了几位地方领导同志的谈话,他们从不同角度,结合所在地区的实际,提出了深化农村改革,发展农村经济的思路,并总结了工作经验。这些思路和经验,对于从事领导农村经济工作的同志们,也许有所裨益。
Recently, the party’s Central Economic Work Conference put “Stabilizing and Strengthening Agriculture” at the top of three key tasks for our country in 1999. The meeting demanded that in 1999 the work on agriculture and rural areas fully implement the arrangement of the Third Plenary Session of the 15th CPC Central Committee, stabilize the basic rural policies, and make great efforts to focus on the two outstanding issues of increasing the incomes of peasants and maintaining rural stability. The most fundamental solution to these two prominent problems is to deepen the reform and speed up the development of the rural economy. In the current issue, the leaders of several localities talked about this issue. From different perspectives and from the actual conditions in their respective regions, they proposed ways of deepening rural reform and developing rural economy and summarized their work experience. These ideas and experiences may be helpful to those comrades engaged in leading the rural economy.
