东北地区松辽流域各河流在经历了二十多年的平、枯水期之后,1985年出现了较大的洪水,使辽河中下游地区、吉林省中部的长春、四平地区以及其他一些地方,遭受了严重的洪涝灾害。事实告诉人们,洪、枯水期有一定周期,对於予防洪涝灾害,不能存在侥幸心理,麻痹大意而掉以轻心。从1985年东北地区整个防汛工作,更看出了加强水利工程维修管理的重要性和迫切性,以充分发挥现有水利工程的作用。
After more than 20 years of flat and dry season, the rivers in the Songliao River basin in northeast China experienced a relatively large flood in 1985, leaving the middle and lower reaches of Liao River, Changchun and Siping areas in central Jilin Province and other places suffering from Serious floods. Facts have told people that there is a certain period of flood and dry season. For the purpose of preventing floods and droughts, there is no chance of being lucky and paralyzed by carelessness. From the entire flood control work in northeast China in 1985, we can see the importance and urgency of strengthening the maintenance and management of water conservancy projects to give full play to the role of existing water conservancy projects.
