随着节能减排目标列入国家五年发展规划以及哥本哈根、德班世界气候大会的召开,中国政府对节能减排工作的重视程度不断增加,国资委已对电信运营企业提出量化的节能减排考核目标,并将其作为对企业负责人的考核项目之一。中国联通北京市分公司(以下简称“北京联通”)长期致力于首都信息化基础设施建设,为各类客户提供基础电信业务、增值电信业务及其他相关服务。近年来,随着公众对通信业务需求的快速增长,北京联通进一步扩大通信网络规模,提升通信能力,这对能源消耗提出了刚性增长需求,而能源价格上涨使企业能耗成本控制压力增大。通过精细化管理提高节能减排工作管理水平、切实控制能耗增长刻不容缓。
