中国社会保险专家、中国社会科学院拉丁美洲研究所所长郑秉文在最新一期《国际经济评论》中撰文称,目前中国统账结合制度下建立主权养老基金的格局受到现有经济发展水平和社保制度架构的制约,应整合资源,统一思路,建立一个由两只“储备型”主权养老基金和一只“缴费型”主权养老基金构成的三足鼎立的格局。
