省委十一届四次全会报告提出,要进一步发挥浙江的山海资源优势,推动欠发达地区跨越式发展,努力使欠发达地区的发展成为我省经济新的增长点。近年来,我省对欠发达地区先后实施了百乡扶贫攻坚计划、欠发达地区跨越式发展战略,今年起,又围绕跨越式发展这一目标,开始实施欠发达乡镇奔小康工程。这些都是省委、省政府按照“三个代表”要求,从全省提前基本实现现代化的全局出发,为全面建设小康社会所作出的重大决策,具有十分重要的意义。——实现欠发达地区跨越式发展,是实施“接轨上海、融入 The report of the Fourth Plenary Session of the Eleventh Central Committee of the Communist Party of China put forward that it is necessary to make further use of the mountain and sea resource advantages of Zhejiang Province, promote the leapfrog development of the underdeveloped areas and strive to make the development of less developed areas become a new economic growth point in our province.
