小山水电站混凝土面板堆石坝是我国寒冷地区已建同类坝型中的最高坝(坝高85.3m)。根据坝址地形、地质及气候条件,坝基和趾板开挖采用分层开挖和周边预裂方式;采石场采用深孔梯段微差挤压爆破技术;上坝施工道路分期、分层布置;采用较新鲜的安山岩级配料直接上坝,以减少冬季填筑坝体冻结深度;冰冻季节施工采用了不加水、薄层碾压技术。
