The “Resolution of the CPC Central Committee on Formulating the Ninth Five-Year Plan for National Economic and Social Development and the Vision for 2010” adopted at the Fifth Plenary Session of the 14th Central Committee of the Communist Party of China clearly set forth the task of rejuvenating the state finance. In this regard, we must understand the importance and urgency of rejuvenating the country’s finances from the overall, strategic and political perspectives and gradually accomplish this task in accordance with the principle of tackling both the root causes and the problems.
