This year marks the 21st anniversary of the birth of our country’s higher education self-study exam system. In the past 21 years, self-study exams have taken a brand new look and unique mode of operation to go a path that is different from schooling and to adapt to the development under the socialist market economy. It has provided a foundation for continuing education and learning in our country. Education has made a significant contribution to the rapid development of diversification. Facing the new century, great changes have taken place in China’s social conditions, economic system, education development strategy and public education needs. A society dominated by the industrial economy is moving toward a knowledge-based society that is based on knowledge, high technology and innovation. China’s higher education put forward a comprehensive push
